The second amendment is notable in the US Constitution. It remains the sole amendment to include an excise clause. Here it is, in its entirety as written by Thomas Jefferson:
A well regulated Militia, being necessary to the security of a free State, the right of the people to keep and bear Arms, shall not be infringed.
The Second Amendment was designed to eliminate the need for a standing army by creating a militia force made up of citizens. It did not, according to the framers of the United States Constitution, give an individual rights to own any form of arms desired. It is based on the English Bill of Rights of 1689, which included provisions designed to prevent the King from forcing his religion onto the population, and is a result of the turmoil of the Glorious Revolution.
